Agriculture and Climate Change

A Scoping Report

Meridian Institute worked in partnership with an international team of independent expert authors to develop an objective assessment report outlining key issues and policy options at the nexus of agriculture and climate change – in particular, issues that could be addressed in international discussions such as the United Nations Framework Convention on Climate Change (UNFCCC).

The report is intended to provide context and analysis for addressing agriculture in international climate negotiations, with the aim of helping to inform climate negotiators and other stakeholders by identifying options and unpacking issues of interest; and not to express opinions or be prescriptive in any way.  The report will focus on agricultural production and food security; early action opportunities; trade; finance; technology transfer and capacity building; and performance and benefits measurement.

To inform the report development, Meridian employed an iterative and consultative approach, conducting 45 in-person, individual, and informal consultations with UNFCCC country negotiators, representatives of nongovernmental organizations, and agricultural and climate experts from August to December 2010. Following this, Meridian and the author team convened two group dialogues with country negotiators and other key stakeholders in February and April 2011 in Johannesburg, South Africa, and Bangkok, Thailand, to present draft papers and gather feedback from participants to inform the final report. Meridian and the author team will presented the report at a side event of the UNFCCC’s Subsidiary Body for Implementation and Subsidiary Body for Scientific and Technological Advice (SBI/SBSTA) meeting in Germany in June 2011.
