Todd F. Barker

Mr. Barker joined the Meridian Institute in March 1999.

A Partner at Meridian Institute with 15 years of experience facilitating policy dialogues, negotiations, and strategy development processes. Expertise in the areas of agriculture and biotechnology; chemicals, pesticides, and toxic substances; climate change, energy, and air quality; environmental cleanup and waste anagement; forests, ecosystems, biodiversity, and natural resources; mining; nanotechnology; science and technology; security; and water and watersheds.

Meridian Institute designs and facilitates collaborative processes that help diverse parties identify critical issues, build relationships and trust, construct innovative solutions, and implement durable decisions. The collaborative processes address challenges at the local, state, national, and international levels, and involve leaders from government agencies, industry, nongovernmental organizations, and international institutions. Meridian also assists organizations in conducting strategy development and planning.

Mr. Barker manages and leads policy dialogues, negotiations, and strategy development projects involving teams of facilitators. He conducts convening assessments, designs processes, raises funds, plans and facilitates meetings, helps participants develop consensus documents, and conducts implementation activities such as press releases and briefings.   • Served as the lead staff on numerous projects including: Bellagio Meeting on Plant Genetic Resources in East and Central Africa; Senior Management Retreats for the International Maize and Wheat Improvement Center (CIMMYT); Agricultural Biotechnology Liability and Redress Meeting and Workshop; and Food Security and Agricultural Biotechnology News.
  • Skilled at utilizing information technology to improve the efficiency and effectiveness of traditional face-to-face dialogue processes. Designed and facilitated online dialogues, including the online consultation for the Global Dialogue on Nanotechnology and the Poor. Conceptualized, developed, and implemented the Food Security and Agricultural Biotechnology News Service, which helps people make informed decisions about issues related to food security and agricultural biotechnology.
  • Facilitated a multi-year dialogue between the U.S. Army, citizen organizations, and state regulatory officials that led to the development of two viable neutralization-based technologies for the destruction of the U.S. chemical weapons stockpile.
  • Facilitates strategy meetings for the Management Team of the Generation Challenge Program, which is a multi-million dollar per year research and capacity building network that uses plant genetic diversity, advanced genomic science, and comparative biology to develop tools and technologies that enable plant breeders in the developing world to produce better crop varieties for resource-poor farmers.
